Recovery to 177 thousand tons in 2023 was driven by a sharp 30-70% increase in imports from Italy, Spain, France, and Germany, alongside the development of logistics infrastructure in safer areas.
Regulatory changes, including the cancellation of excise stamps for non-sparkling wines and simplified reporting for small producers in 2022, as well as new labeling rules requiring variety, harvest year, and strength indication in 2023, improved market conditions. In 2024, preparations continued for European standards planned for 2026, and the government raised minimum retail alcohol prices by 50%.
