The Ukrainian wine and wine products market volume expanded from 100 thousand tons in 2018 to 194 thousand tons in 2021. This growth occurred amidst a stable regulatory environment with no new labeling or excise restrictions in 2018-2019, and despite the COVID-19 pandemic in 2020, which dampened demand in the HoReCa sector but did not halt overall import growth.

In 2022, the military conflict damaged vineyards in Odesa, Kherson, and Zaporizhzhia regions and disrupted logistics, causing the market volume to drop to 119 thousand tons. Recovery to 177 thousand tons in 2023 was driven by a sharp 30-70% increase in imports from Italy, Spain, France, and Germany, alongside the development of logistics infrastructure in safer areas.

Regulatory changes, including the cancellation of excise stamps for non-sparkling wines and simplified reporting for small producers in 2022, as well as new labeling rules requiring variety, harvest year, and strength indication in 2023, improved market conditions. In 2024, preparations continued for European standards planned for 2026, and the government raised minimum retail alcohol prices by 50%.

In 2020, Ukraine produced 67 120 tonnes of wine and wine products, marking a significant decline of 16.8% compared to the previous year. Over the 2017-2020 period, production decreased by 15.7%, with a compound annual growth rate (CAGR) of -5.5%. The highest production level was recorded in 2019 at 80 650 tonnes, while the largest increase occurred in 2018 at 1.2%.

Ukraine's exports of wine and wine products declined for the second consecutive year in 2020, reaching 61.9 thousand tonnes, which represents a moderate drop of 5.1% from the previous year. Over the 2017-2020 period, exports decreased by 43.4%, with a CAGR of -17.3%. The peak export volume was in 2018 at 112.4 thousand tonnes. The largest decline occurred in 2019 at 41.9%, while the largest increase was in 2018 at 2.6%.

From 2017 to 2020, Ukraine's wine and wine product exports were widely distributed across various markets. Russia accounted for 20.1% of exports in kind, Kazakhstan for 7.6%, and Latvia for 6.4%, with these three countries together representing only 34.2% of total export flows.

Ukraine's cross-border shipments of wine and wine products declined for the second consecutive year in 2020, with exports valued at 85.0 million US dollars, reflecting a 24.1% decrease compared to the previous year. Over the 2017-2020 period, exports decreased by 34.2%, with a CAGR of -13.0%. The highest export value was recorded in 2018 at 140.1 million US dollars, while the largest increase occurred in 2018 at 8.4%.

Italy accounted for 22.7% of imports in kind, Georgia for 19.8%, and Moldova for 7.2%, with these three countries jointly representing 49.6% of total flows, while many other countries made up the remaining 50.4%.
