Investment in new production capacities and policies supporting domestic winemakers further stimulated the market. In 2020, the COVID-19 pandemic imposed quarantine restrictions that disrupted logistics and reduced consumption, pulling the market down to 105.9 million liters.

Market volume recovered to 120.8 million liters in 2021, supported by the launch of new production facilities and legislative initiatives to enhance quality control. The full-scale Russian invasion in 2022 caused a sharp contraction to 83.1 million liters, as production dropped and retail activity declined. Logistics were reorganized with new warehouses in safer territories. By 2023, the market reached 108.0 million liters, fueled by a surge in imports from Italy, Spain, France, and Germany and improved delivery capabilities.

Over the four-year span from 2017 to 2020, production fell by 15.7%, which translates to an average annual decrease of 5.5%. The highest production level was recorded in 2019 at 80 650 thousand liters, while the largest year-on-year increase occurred in 2018, with a modest rise of 1.2%.

The data shows irregular changes, indicating a volatile market environment. Export volumes reached their lowest point in 2019 and peaked in 2018, with a 6.9-fold difference between these extremes. In 2020, Ukraine exported 14 366 thousand liters of grape wine, representing a substantial increase of 111.4% compared to 2019. The minimum export volume was recorded in 2019 at 6 795 thousand liters, while the maximum was in 2018 at 46 674 thousand liters. The largest decline occurred in 2019, with a drop of 85.4%.

From 2017 to 2020, Russia, Georgia, and Belarus formed the core group of markets for Ukraine's grape wine exports in volume terms. Russia accounted for 60.3% of exports, Georgia for 7.7%, and Belarus for 6.4%, together representing 74.4% of total export flows.

The largest decline occurred in 2018, with a slight decrease of 0.2%, while the largest increase was in 2019, with a rise of 18.8%.

Foreign grape wine supplies to Ukraine increased for the third consecutive year. In 2020, imports were recorded at 179.0 million US dollars, amounting to an uptick of 22.3% over the previous year. Over the period from 2017 to 2020, imports increased by 72%, with a compound annual growth rate of 19.8%.
