This rise was underpinned by the country's substantial agricultural potential for wheat cultivation, providing a raw material base. In 2019, manufacturers began to develop production more actively, responding to global demand for wheat gluten, while growth in flour exports supported related markets. By 2021, the adoption of deep grain processing technologies for producing vital wheat gluten enabled a significant increase in domestic output.

The full-scale Russian invasion in 2022 caused major disruptions to agricultural operations and supply chains, reducing wheat production by a third. This directly impacted gluten output, leading to a 21% contraction of the market to 2 990 t, with both production and imports declining sharply.
