From 2018 to 2021, turkey meat production in Ukraine grew steadily from 26 920 t to 31 400 t, primarily driven by increasing exports to the EU and other markets. This expansion was supported by state measures that raised export quotas for meat producers, while industry leader Myronivsky Hliboproduct (MHP) strengthened its distribution reach. Although domestic consumption growth for turkey remained low, producers broadened their product range, positioning it as a dietary alternative to beef. The market also adapted to stricter hygiene controls and European standards, such as HACCP and ISO 22000, which required facility upgrades.

The full-scale Russian invasion in 2022 severely disrupted the market, damaging production facilities and causing energy and logistics blockages. Output fell sharply to 23 400 t, and the domestic market volume contracted to 23 120 t as a significant portion of frozen stocks were exported to Poland and other allied countries for storage and sale, causing exports to jump. New food safety and packaging regulations, including Order No. 813 introduced in October 2022, added stricter traceability and labeling requirements for turkey meat and offal during this period of upheaval.

In 2023, production partially recovered to 28 700 t and the market volume reached 25 460 t. This recovery occurred alongside a reported 115% surge in imports of meat semi-finished products, including turkey, indicating a shift in supply sources and consumer demand patterns. Further legislative changes on food safety and quality enacted in 2023 introduced new requirements for the use of turkey components in finished products, affecting technical processes and packaging standards.

Exports turkey meat and offal to Ukraine

Exports in kind, t

Ukraine's turkey meat and offal exports have increased for the second year in a row. In 2020, exports reached 245 tonnes, up 11.7% from the previous year. However, looking at the broader period from 2017 to 2020, exports declined by 19.4%, with an average annual decrease of 7.0%. The lowest export volume was recorded in 2018 at 135 tonnes, which saw the largest decline of 55.6%. In contrast, 2019 experienced the largest increase of 62.4%.

Between 2017 and 2020, the main destinations for Ukraine's turkey meat and offal exports in volume terms were Benin, accounting for 28.2% of exports, the Netherlands at 18.3%, and Moldova with 13.4%. Together, these three countries represented 59.8% of total export flows.

The market for turkey meat and offal exports in value terms showed significant volatility during this period. The highest value was recorded in 2017, while the lowest was in 2018, with a 3.2-fold difference between these years. In 2020, exports amounted to 356 thousand US dollars, a decrease of 4.8% compared to 2019. The minimum value of 292 thousand US dollars was observed in 2018, which also saw the largest decline of 68.6%. The largest increase occurred in 2019, with a rise of 28.1%.

From 2017 to 2020, the Netherlands was the leading market for Ukraine's turkey meat and offal exports in value terms, representing 33.3% of the total. Moldova followed with 21.4%, and Benin accounted for 15.3%. Combined, these three markets made up 70.0% of all export flows.

Ukraine's imports of turkey meat and offal in volume terms have declined for three consecutive years. In 2020, imports stood at 7 309 tonnes, a decrease of 7.7% year-on-year. Over the period from 2017 to 2020, imports fell by 35.7%, with an average annual decline of 13.7%.

Between 2017 and 2020, Poland dominated Ukraine's turkey meat and offal imports in volume terms, accounting for 64.4% of the total. Germany contributed 10.3%, and Hungary made up 7.5%. Together, these three countries represented 82.2% of import flows.

After two years of decline, Ukraine's imports of turkey meat and offal in value terms increased in 2020, reaching 4 472 thousand US dollars, up 6.7% from 2019. However, over the period from 2017 to 2020, imports decreased by 18.9%, with an average annual decline of 6.7%. The lowest value was recorded in 2019 at 4 193 thousand US dollars, while the largest decline of 20.5% occurred in 2018.
