Earlier Report Observations

From 2018 to 2020, the Eastern European market for turkey meat and offal saw initial adaptation to new regulatory frameworks. The market volume began at 345 thousand tons in 2018 as producers started reorienting production towards European standards, introducing new labeling and sanitary control requirements. In 2019, the market volume dipped slightly to 341 thousand tons, partly due to increased exports to Iraq, Saudi Arabia, and Slovakia, which diverted more product abroad. By 2020, the market expanded to 357 thousand tons, even as stricter rules for country-of-origin labeling complicated domestic distribution and smaller producers faced higher costs to access EU markets.

The market contracted to 312.7 thousand tons in 2021, coinciding with the onset of military conflict in the region, which disrupted logistics and increased the need for secure transportation of frozen products. The continued implementation of European labeling practices further raised packaging and quality control costs for manufacturers. A further decline to 301.6 thousand tons occurred in 2022, driven by the revival of export channels to Moldova and other countries, which increased external sales, while import licensing requirements restricted the inflow of foreign turkey meat.

In 2023, the market volume decreased to 274.1 thousand tons. During this period, producers continued to adapt to European packaging and labeling standards, a process that became a key factor for new players entering the market. Consumer demand for meat remained stable at pre-war levels, supporting ongoing investment in production modernization despite the challenging environment.
