The OSB market in Russia from 2018 to 2020 was influenced by several key factors. The entry of new domestic producers starting in 2013-2016 and state support for import substitution laid the foundation for market development. However, in 2020, the COVID-19 pandemic and the high key rate of the Central Bank temporarily reduced demand in the construction sector, leading to a contraction of the market volume to 1 542 thousand m³.

After 2020, the market began to recover. The strengthening of domestic production amid sanctions and seasonal demand growth contributed to the increase. In 2022, the introduction of additional sanctions and import restrictions stimulated further import substitution and led to the emergence of new product segments, such as moisture-resistant and facade panels based on OSB. This, along with legislative changes aimed at improving quality, supported market expansion. By 2023, the market volume grew to 2 831 thousand m³, recovering to pre-sanction levels.

In 2024, state support for import substitution and increased demand for construction materials due to growth in housing construction continued to shape market conditions, with seasonal fluctuations affecting OSB availability and prices.

Over the period from 2017 to 2020, production grew by 25.4%, which translates to an average annual growth rate of 7.8%. The largest decline occurred in 2019, with a drop of 5.8%, while the most significant increase was recorded in 2018, at 23.6%.

OSB production value in CIS countries declined for the second consecutive year. In 2020, the output was valued at 422.4 M $ US, which is 15.6% lower than in 2019. From 2017 to 2020, production value increased by 28.5%, with a compound annual growth rate of 8.7%. The highest value was recorded in 2018 at 520.6 M $ US, which also saw the largest increase of 58.3%.

Exports OSB from CIS

Exports in kind, K m³

Following a two-year decline, CIS's OSB export volume increased in 2020. Exports reached 848.5 K m³, marking a 57.0% year-over-year rise. The lowest export volume was recorded in 2019 at 540.6 K m³, which also experienced the largest decline of 31.3%.

From 2017 to 2020, OSB exports from CIS countries were distributed across numerous markets. Ukraine accounted for 14.1% of exports in kind, Latvia for 7.2%, and Poland for 6.5%, with these three countries together making up only 27.9% of total export flows.

In 2020, CIS's OSB export value totaled 176.2 M $ US, showing a solid increase of 22.9% compared to 2019. Between 2017 and 2020, export value grew by 3.5%, equivalent to an average annual rate of 1.2%. The lowest value was recorded in 2019 at 143.3 M $ US, while the highest was in 2018 at 204.3 M $ US. The largest decline occurred in 2019, with a drop of 29.8%.

Data from 2017 to 2020 show that OSB exports from CIS countries in value terms were not concentrated on a few key destinations. Ukraine contributed 12.8% of export value, Poland 6.5%, and Latvia 5.8%, with these three countries collectively accounting for only 25.1% of total flows.

Imports OSB to CIS

Imports in kind, K m³

After a two-year decrease, CIS's OSB import volume increased in 2020. Imports amounted to 356.3 K m³, reflecting a limited rise of 3.8% year-over-year. From 2017 to 2020, import volume decreased by 32.7%, corresponding to an average annual decline of 12.4%. The lowest import volume was recorded in 2019 at 343.1 K m³, which also saw the largest decline of 26.4%.

Between 2017 and 2020, the largest suppliers of OSB to CIS countries were Romania, accounting for 3.6% of imports in kind, Hungary at 1.7%, and China at 1.5%. Together, these three countries formed 6.8% of total imports in kind.
