Earlier Report Observations

Between 2018 and 2020, the domestic market volume for fuel wood in chips and particles expanded from 6.6 million tons to 8.0 million tons. This growth was supported by the devaluation of the рубль, which made exports more profitable and stimulated production, while rising oil prices in the European Union increased the attractiveness of wood fuel, encouraging capacity expansion and the entry of new producers.

The market volume surged to 10.4 million tons in 2021 and reached 12.9 million tons by 2023. This sharp increase was primarily due to a collapse in exports after the suspension of Russian SBP certificates and the withdrawal of FSC from the market, which severely limited access to European buyers. Producers pivoted towards domestic demand and began exploring Asian markets, sustaining internal consumption even as production eased slightly.

Into 2024, industry factors pointed to continued emphasis on domestic production and consumption, with ongoing investments in production capacity and legislative changes focusing on environmental safety. However, rising costs for raw materials and energy posed challenges for production economics.

After a two-year decline, import volumes of fuel wood in chips and particles into the CIS increased. In 2020, the CIS imported approximately 7 thousand tons, indicating a limited 3.5% rise compared to the previous year. Between 2017 and 2020, imports decreased by 31.1%, equating to an annualized rate of 11.7%. The lowest volume was recorded in 2019 at 7 thousand tons, with the largest decline of 19.4% occurring in that year.
