The fibreboard market in the CIS showed volatile dynamics from 2018 to 2023, with noticeable declines and recoveries. Market volume increased from 5.6 million m³ in 2018 to 6.4 million m³ in 2023, but with interim fluctuations. The decline in 2020, when volume fell to 5.3 million m³, reflected a temporary contraction in market activity.

Growth in 2021 to 6.2 million m³ coincided with active development of domestic production and import substitution efforts in the construction materials sector. However, in 2022, the market shrank to 5.8 million m³ as the industry adapted to new economic realities, including shifts in trade and production chains. A significant rebound to 6.4 million m³ occurred in 2023, supported by the launch of new fibreboard production using Dutch technology by Fibreplit, adding 100 thousand m³ of annual capacity.

Throughout the period, state support and standardization measures, such as the 2018 professional standard for specialists and 2022 legislative changes aimed at improving quality and safety, shaped a regulatory environment conducive to industry development.

Following two consecutive years of growth, fibreboard production in the CIS region experienced a decline. In 2019, production reached its peak at 6 115 K m³, but by 2020, it had fallen to 5 581 K m³, marking an 8.7% decrease from the previous year. The most significant annual increase occurred in 2018, with production rising by 10.3%. Overall, from 2017 to 2020, production grew by 7.9%, averaging an annual growth rate of 2.6%.

Fibreboard exports from the CIS region saw a substantial drop in 2020, totaling 1 309 K m³, which represents a 22.1% decline compared to 2019. The lowest export volume was recorded in 2018 at 1 283 K m³, while the highest was in 2019 at 1 680 K m³, with that year also showing the largest increase of 30.9%. Over the period from 2017 to 2020, exports decreased by 13.8%, translating to an average annual decline of 4.8%.

Between 2017 and 2020, fibreboard exports from the CIS were distributed across a wide range of countries. Poland accounted for 13.6% of the export volume, Ukraine for 11.0%, and Romania for 4.5%, with these three countries together making up only 29.1% of total exports.

Exports in value, M $ US

After two years of growth, the value of fibreboard exports from the CIS region declined. In 2019, exports peaked at 550.1 million US dollars, but in 2020, they fell to 537.6 million US dollars, a slight decrease of 2.3% from the previous year. The most notable increase occurred in 2018, with a 20.5% rise. From 2017 to 2020, export value increased by 23.6%, averaging an annual growth rate of 7.3%.

From 2017 to 2020, the partner countries for fibreboard exports in value terms were diverse. Poland contributed 10.5% of the export value, Ukraine 10.1%, and Romania 6.1%, with these three nations collectively representing just 26.7% of total export flows.

Imports fibreboard to CIS

Imports in kind, K m³

Following two years of growth, fibreboard imports into the CIS region decreased. In 2019, imports reached their highest level at 1 322 K m³, but by 2020, they had dropped to 982 K m³, a 25.7% reduction from the previous year. The largest annual increase was in 2018, with a 17.2% rise. Over the 2017-2020 period, imports declined by 5.4%, averaging an annual decrease of 1.8%.

Between 2017 and 2020, the sources of fibreboard imports in volume terms were varied. China accounted for 14.5% of imports, Poland and Germany each contributed 6.6%, with these three countries together making up only 27.7% of total import flows, while the remaining 72.3% was spread across numerous other nations.

Imports in value, M $ US

After two years of increase, the value of fibreboard imports into the CIS region fell. In 2019, imports peaked at 586.4 million US dollars, but in 2020, they decreased to 541.8 million US dollars, a 7.6% drop from the previous year. The most significant rise was in 2018, with a 16.4% increase. From 2017 to 2020, import value grew by 12.6%, averaging an annual growth rate of 4.0%.

During 2017-2020, the distribution of fibreboard imports in value terms was fragmented. China accounted for 14.8% of import value, Germany for 9.9%, and Poland for 7.2%, with these three countries together representing only 31.8% of total flows, and no single partner emerged as clearly dominant.
