By 2025, production had risen to 341.7 million units, supported by the expansion of regional manufacturing bases, the introduction of therapeutic and digital oral care solutions, and government-led preventive healthcare programs. Continuous competition among international and domestic brands, along with the entry of new regional players, kept the market dynamic.

Russia's exports of oral and dental hygiene preparations grew for the second year in a row in 2021, reaching 119.3 million units—a moderate 6.0% improvement over the previous year. Over the 2018-2021 period, exports decreased by 2.5%, with a compound annual growth rate of 0.9%. The lowest export volume was recorded in 2019 at 108.6 million units, which also experienced the largest decline of 11.3%.

From 2018 to 2021, Russia's export partner portfolio for oral and dental hygiene preparations in kind was quite diverse. Kazakhstan and Belarus each accounted for 18.7% of exports, while Uzbekistan contributed 11.2%.
