The Russian lip make-up market expanded to 161.2 million units in 2019, driven by state procurement programs under laws 44-FZ and 223-FZ, which stimulated demand and supported domestic production growth alongside increased imports from China and Belarus. However, in 2020 the market contracted sharply to 128.8 million units as the COVID-19 pandemic altered consumer behavior and reduced overall spending, despite a noted shift towards multifunctional products with care properties.

A partial recovery followed in 2021, with the market reaching 135.3 million units, aided by the entry of new local brands and a sustained consumer preference for natural and nourishing ingredients. The market then fell again to 111.1 million units in 2022 after sanctions led to the exit of major foreign companies and disruptions in supply chains, though domestic producers from non-sanctioning countries gained ground.

In 2023, production of lip make-up increased by 2.2%, with the Central Federal District accounting for about 80% of output, while consumers actively tried new Russian brands and hydrating lip glosses gained popularity. The following year, however, production plummeted by 33.8%, influenced by ongoing economic and logistical challenges, the transfer of foreign assets to Russian owners, and new labeling and packaging requirements that affected market dynamics.

In 2018, Russia's production of lip makeup preparations reached its lowest point at 85.0 million units. The following year, in 2019, output surged by 17.8% to a peak of 100.1 million units. However, in 2020, production declined by 8.1% to 92.0 million units, continuing the downward trend from the previous year.

Russia's exports of lip makeup preparations experienced a two-year decline, hitting a low of 21 432 thousand units in 2019, which represented a sharp drop of 19.8%. In 2020, exports showed a modest recovery, increasing by 1.6% to 21 767 thousand units. Overall, from 2017 to 2020, exports fell by 23.3%, averaging an annual decline of 8.5%.

From 2017 to 2020, Poland, Belarus, and Kazakhstan were the primary destinations for Russia's lip makeup preparations exports, collectively accounting for 80.8% of the total volume. Poland led with 32.2%, followed by Belarus at 28.5%, and Kazakhstan at 20.1%.

In 2019, Russia's exports of lip makeup preparations in value terms reached their highest level at 27.9 million US dollars, marking an 11.8% increase. However, in 2020, exports dropped by 17.1% to 23.1 million US dollars. Over the 2017-2020 period, total exports decreased by 11.5%, with a compound annual growth rate of -4.0%.

During 2017-2020, Poland, Belarus, and Kazakhstan remained the key partners for Russia's lip makeup preparations exports in value terms, together making up 66.5% of the total. Poland contributed 34.3%, Belarus 17.1%, and Kazakhstan 15.1%.

Russia's imports of lip makeup preparations declined for the third consecutive year in 2020, falling by 30.2% to 58 273 thousand units compared to 2019. From 2017 to 2020, imports decreased by 36.5%, with an average annual decline of 14.1%.

From 2017 to 2020, France, China, and Belarus were the leading sources for Russia's imports of lip makeup preparations in volume, jointly representing 51.5% of the total. France accounted for 19.8%, China for 16.4%, and Belarus for 15.4%.

In 2020, Russia's imports of lip makeup preparations in value terms contracted by 39.0% to 81.3 million US dollars, marking the third straight year of decline. Between 2017 and 2020, imports fell by 45.6%, with an annualized rate of decrease of 18.3%.
