Earlier Report Observations

The Russian lip make-up market expanded to 161.2 million units in 2019, driven by state procurement programs under laws 44-FZ and 223-FZ, which stimulated demand and supported domestic production growth alongside increased imports from China and Belarus. However, in 2020 the market contracted sharply to 128.8 million units as the COVID-19 pandemic altered consumer behavior and reduced overall spending, despite a noted shift towards multifunctional products with care properties.

A partial recovery followed in 2021, with the market reaching 135.3 million units, aided by the entry of new local brands and a sustained consumer preference for natural and nourishing ingredients. The market then fell again to 111.1 million units in 2022 after sanctions led to the exit of major foreign companies and disruptions in supply chains, though domestic producers from non-sanctioning countries gained ground.

In 2023, production of lip make-up increased by 2.2%, with the Central Federal District accounting for about 80% of output, while consumers actively tried new Russian brands and hydrating lip glosses gained popularity. The following year, however, production plummeted by 33.8%, influenced by ongoing economic and logistical challenges, the transfer of foreign assets to Russian owners, and new labeling and packaging requirements that affected market dynamics.

Production lip make up preparations in Russia
