From 2018 to 2021, the Russian skin care market volume grew from 795.5 million units to 1 025.5 million units. This expansion was initially supported by rising consumption of body care products, including lotions and creams. The COVID-19 pandemic in 2020 sharply accelerated demand for care cosmetics, especially hand creams, as frequent hand washing and sanitizer use became widespread. In 2021, growth continued despite economic headwinds, fueled by an increasing share of Russian brands and the emergence of niche players and network manufacturers.

In 2022, sanctions and the deteriorating geopolitical situation led several major international companies like Henkel, Unilever, L'Oreal, and Avon to exit the Russian market. This, combined with rising prices and falling household incomes, caused market volume to contract to 892.7 million units. However, by 2023, the market had begun to recover, reaching 919.3 million units, as domestic producers significantly increased output of lotions and care cosmetics, and consumer preference continued to shift from decorative to care products.

The market surged to 1 264.4 million units in 2024. This jump coincided with the return of some foreign brands via parallel import channels and the vigorous development of Russian companies, which expanded their product lines with a focus on natural and innovative ingredients. By 2025, the trend favoring care cosmetics over decorative makeup persisted, supporting stable production volumes around 870.6 million units, alongside the growth of new niche segments such as sun protection and anti-aging products.

In 2021, Russia produced 867.3 million units of skin care preparations, marking a slight year-over-year uptick of 0.6%. The minimum production level was recorded in 2019 at 616.9 million units, which saw the largest decline of 0.4%. In contrast, 2020 experienced the largest increase of 39.8%. Overall, between 2018 and 2021, production grew by 40%, translating to an annualized rate of 11.9%.

Russia's cross-border shipments of skin care preparations have increased for the third consecutive year. In 2021, Russia exported 112.3 million units of skin care preparations, showing minimal change compared to the previous year. Over the period from 2018 to 2021, exports rose by 46.8%, which corresponds to an annualized growth rate of 13.6%.

From 2018 to 2021, Kazakhstan, Belarus, and Ukraine were the main destinations for Russia's skin care preparations exports in kind. Kazakhstan accounted for 31.5% of exports, Belarus for 21.1%, and Ukraine for 8.7%. Together, these three countries absorbed 61.3% of total exports, solidifying their position as the primary markets.

After a two-year advance, Russia's export volume of skin care preparations in monetary terms declined. In 2021, the export volume stood at 192.7 million US dollars, reflecting a slight decrease of 1.2% relative to the prior year. The maximum value was recorded in 2020 at 195.2 million US dollars, while the largest increase occurred in 2019 at 50.7%. Over the 2018-2021 period, exports increased by 51.8%, with a compound annual growth rate of 14.9%.

In the 2018-2021 period, Kazakhstan, Belarus, and Ukraine were among the largest buyers of skin care preparations from Russia in value terms. Kazakhstan represented 19.4% of exports, Belarus 18.1%, and Ukraine 7.2%. However, even combined, they accounted for just 44.6% of total exports, indicating a broadly diversified partner base.
