However, by 2023, the market had begun to recover, reaching 919.3 million units, as domestic producers significantly increased output of lotions and care cosmetics, and consumer preference continued to shift from decorative to care products.
The market surged to 1 264.4 million units in 2024. This jump coincided with the return of some foreign brands via parallel import channels and the vigorous development of Russian companies, which expanded their product lines with a focus on natural and innovative ingredients. By 2025, the trend favoring care cosmetics over decorative makeup persisted, supporting stable production volumes around 870.6 million units, alongside the growth of new niche segments such as sun protection and anti-aging products.
