In 2018 and 2019, Russia's grape wine market volume grew substantially, reaching 1.1 billion L in 2019. This expansion was fueled by increased imports, particularly from Spain and other European Union countries, which became the primary suppliers. Domestic production also rose, aided by a large grape harvest that provided ample raw material for winemaking.
The market contracted sharply in 2020 to 790.2 million L as overall sales declined. From 2021 to 2023, market size hovered around 800 million L. During this period, economic sanctions and import restrictions from 2022 onward reduced wine imports and led to higher import duties. These measures encouraged domestic production, which jumped to 489 million L in 2022 and stabilized at 482 million L in 2023. State subsidies and investments in vineyards supported this shift toward local winemaking.
In 2024, import duties on wine from non-friendly countries were increased to 25%, with the revenue used to fund vineyard planting and production modernization. This policy further boosted the share of domestic wine in the market to 49% by value, while import volumes continued to decrease.
