The coniferous wood fuel market in Ukraine opened the period at 6.0 million m³ in 2018, a level supported by the State Agency for Forest Resources' development strategy and a legislative ban on exports of unprocessed timber that stimulated domestic processing. A sharp contraction to 3.9 million m³ followed in 2019, primarily caused by new regulatory restrictions that directly reduced timber harvesting volumes. The decline continued to 3.4 million m³ in 2020 as COVID-19 pandemic disruptions severely affected logistics and supply chains for wood fuel.

Market volume stabilized near 3.4 million m³ in 2021, but underlying conditions tightened. Rising European demand for fuelwood increased export volumes, drawing supply away from the domestic market, while electricity shortages and higher fuel costs raised production expenses. The situation deteriorated markedly in 2022 when military operations led to an estimated 18% reduction in coniferous timber harvesting, creating a severe raw material shortage that drove market volume down to 3.3 million m³.

In 2023, the market volume fell further to 3.0 million m³, though the sector showed initial signs of recovery from the deep 2022 shock. Demand for wood fuel remained elevated as a component of national energy independence, but overall supply was still constrained by the lingering effects of the war on forestry operations and infrastructure.

Ukraine's production of coniferous wood fuel fell for the second year in a row. In 2019, output reached 3 548 thousand cubic meters, which dropped by 10.2% to 3 548 thousand cubic meters in 2020. Over the four-year period from 2017 to 2020, production declined by 40.6%, with an average annual decrease of 15.9%. The highest production level was recorded in 2018 at 6 048 thousand cubic meters. The most significant drop occurred in 2019, with a 34.7% decrease, while the largest increase was seen in 2018 at 1.3%.

From 2017 to 2020, Romania was the dominant partner in Ukraine's exports of coniferous wood fuel in volume terms, accounting for 73.1% of total flows, while other markets had relatively small shares.

Between 2017 and 2020, the main markets for Ukraine's exports of coniferous wood fuel in value terms were Romania, with 49.4% of exports, Austria at 10.7%, and Belgium with 8.2%. Together, these three countries represented 68.3% of total export flows.
