From 2018, the OSB market in Ukraine was in a prolonged stagnation phase, which led to a slight decrease in market volume to 281 thousand m³ by 2019. The beginning of global supply chain crises and rising logistics costs added pressure. Despite the COVID-19 pandemic in 2020, the market unexpectedly grew by 20% to 338 thousand m³, driven largely by a surge in domestic production.

In 2021, market volume fell by 27% to 248 thousand m³ as imports plummeted and exports rose. The full-scale war that started in February 2022 then caused a further 28% contraction to 179 thousand m³, as major producers were forced out of the market and logistics and energy costs soared.

By 2023, the market began to recover, increasing by 24% to 222 thousand m³. This turnaround was supported by a trend of renewed consumption in construction materials and a shift in demand toward energy-efficient solutions, where OSB is used as thermal insulation.

Following a two-year decline, OSB production in Ukraine rebounded. In 2020, the country produced 242.0 K m³ of OSB, representing a 60.3% increase compared to 2019. Over the 2017-2020 period, production grew by 48.5%, with a compound annual growth rate of 14.1%. The lowest production level was recorded in 2019 at 151.0 K m³, while the largest decline occurred in 2018 with a 6.1% drop.

Exports OSB to Ukraine

The market exhibited significant volatility during these years. Exports reached their lowest point in 2018 and peaked in 2020, showing a 3.9-fold difference between these extremes. In 2020, Ukraine's cross-border shipments of OSB totaled 13.2 K m³, marking a substantial 90.5% improvement over 2019. The minimum export volume was recorded in 2018 at 3.4 K m³, which also saw the largest decline of 62.6%. The most significant increase occurred in 2019 with growth of 105.5%.

Between 2017 and 2020, Ukraine's export structure in volume terms was highly concentrated, with Poland and Moldova together accounting for 92.0% of total flows, while other partners represented the remaining share.

Ukraine's OSB exports increased for the second consecutive year. In 2020, the country exported OSB worth 2 633 K USD, up 69.3% compared to 2019. Over the 2017-2020 period, exports grew by 40.5%, equivalent to an annualized rate of 12.0%. The lowest value was recorded in 2018 at 925 K USD, which also experienced the largest decline of 50.7%.

OSB imports into Ukraine declined for the third consecutive year. In 2020, Ukraine imported 109.0 K m³ of OSB, representing a significant 20.6% decrease compared to the previous year. Between 2017 and 2020, imports fell by 35.6%, equating to an annualized decline rate of 13.6%.
