The bread market in Cabo Verde expanded from 765 t in 2018 to 844 t in 2019, driven by the expansion of major bakery chains like Pão Quente de Cabo Verde, which increased the supply of fresh bakery products across multiple outlets in Praia. Concurrently, the maintenance of a free price regime for bread since 2006 fostered competitive pricing and market dynamism.

Market volume contracted sharply to 578 t in 2020, then recovered to 653 t in 2021 and reached 743 t in 2022. The recovery phase was supported by ongoing market liberalization policies for wheat and flour, which kept bread under a free-price system. In 2022, inspection activities by IGAE to enforce legal bread weight supported fair competition and consumer protection.

In 2023, the market declined to 604 t, primarily due to significant price increases for bread and other staples amid high inflation, exacerbated by prolonged drought that reduced local agricultural output and raised production costs. Although a reduction in wheat flour prices for bakeries was expected to lower bread prices, persistent international cost pressures and low-income households' reduced purchasing power constrained consumption.
