Earlier Report Observations

The alcoholic beer market in Cabo Verde grew significantly from 10.1 million liters in 2018 to 12.5 million liters in 2019. This expansion coincided with the development of the first national craft beer, Pr!m!us, funded through Pro Empresa, which aimed to diversify the market. However, in October 2019, the Alcohol Law came into force, prohibiting alcohol advertising and sales to minors. The full effect of these restrictions became apparent in 2020 when the market volume fell to 11.1 million liters, as enforcement of the law reduced visible consumption and formal sales.

Market volume gradually recovered to 12.0 million liters by 2022 and reached 12.2 million liters in 2023. This period was defined by major investments in local production capacity that offset regulatory headwinds. In 2022, the inauguration of the new Ceris factory, a 9-million-euro facility with an output of 12,000 bottles per hour, boosted domestic output. Simultaneously, new local brands like Cervejaria Afreecana emerged, using typical Cape Verdean ingredients to innovate and capture consumer interest. Continuous investment by ECCBC in its flagship Strela beer further solidified local production, which rose from 800 thousand liters in 2021 to 1.2 million liters in 2023.

By 2024, customs data showed a sharp decline in beer imports to 7.9 million liters. This shift was linked to the growing capacity of local brewers and the persistent enforcement of the Alcohol Law, which continued to restrict public advertising and sales. The industry also began responding to global trends by focusing more on non-alcoholic beverage options, reflecting changing consumption patterns.
