From 2018 to 2020, Jordan's production of wheat and meslin flour and cereals was shaped by contrasting forces. Early in the period, the conversion of agricultural land to other uses and the lack of protective legislation undermined wheat cultivation, contributing to a production decline in 2019. That year, wheat production was reported to have halted due to climatic and policy-related factors. However, in 2020, substantial government subsidies for wheat and barley, aimed at price stabilization, alongside rising consumption driven by population growth, helped reverse the trend and lift production.
The recovery continued into 2021 and 2022, supported by the expansion of wheat cultivation in desert areas using modern irrigation systems, which boosted yields. At the same time, growth in Jordan's industrial sector, including packaging and engineering, indicated broader capacity expansion in processing lines. Despite rising production, the domestic market size remained flat or slightly contracted as increased exports of flour and cereals offset gains in output.
In 2023, production fell sharply to 913 thousand tons, leading to a reduction in market size to 870 thousand tons. This decline marked a significant departure from the previous years' expansion.
