This growth was driven by a consumer shift toward higher-quality and certified wines, supported by regulatory standards from the Instituto da Vinha e do Vinho. The entry of new players added dynamism to the sector. In 2020, the COVID-19 pandemic hit restaurant sales, but retail distribution adapted, maintaining demand for premium products.

After the pandemic, the market recovery was fueled by innovation such as low-alcohol (NoLo) wines responding to changing consumer habits. Exports strengthened, reaching 327.5 million liters in 2022, bolstered by Portugal's growing reputation in key international markets. The premium segment grew as buyers sought authenticity, and enotourism emerged as a factor promoting direct sales. By 2023, production and export volumes rose, though domestic consumption did not keep pace, highlighting a structural focus on external markets.

Portugal's still wine exports grew for the second consecutive year. In 2019, shipments hit their lowest point at 293.0 million liters, falling by 4.7% that year. Exports then surged by 6.8% in 2020 and reached 326.8 million liters in 2021, up 4.4% from the previous year. Over the 2018-2021 period, exports increased by 6.3%, averaging 2.0% growth annually.

From 2018 to 2021, Portugal's still wine exports were distributed relatively evenly among partners. France accounted for 13.4% of shipments, the United Kingdom for 8.1%, and the United States for 7.8%, together making up 29.4% of total export volume.

Portugal's still wine export value increased for the second year in a row. In 2019, exports dropped to their minimum of 906 million US dollars, declining by 9.3% that year. By 2021, exports rose to 1,085 million US dollars, up 12.2% from 2020. Over the 2018-2021 period, export value grew by 8.5%, with an average annual rate of 2.8%.

By 2021, imports reached 287.7 million liters, up 9.4% from the previous year. Over the 2018-2021 period, import volume increased by 52.5%, averaging 15.1% growth annually.
