From 2018 to 2020, production of primary sugar crops in Burundi increased from 178.4 thousand tons to 191.0 thousand tons. This growth was supported by the launch of the National Development Plan 2018-2027, which aimed to modernize agriculture through crop regionalization, promotion of integrated family farming, and mechanization. The state-owned company SOSUMO played a key role in sugar cane production in the Moso plain, and government subsidies for fertilizers and selected seeds further stimulated the sector. Additionally, the government's ambition to develop sugar production for both domestic use and biofuel contributed to this upward trend.

Production then dropped sharply to 157.9 thousand tons in 2021 before recovering to 193.9 thousand tons in 2022. The rise in prices of basic foodstuffs in 2022 may have influenced sugar demand, though it was an indirect factor. In 2023, production fell again to 140.4 thousand tons, indicating significant volatility in the sector during this period.
