Earlier Report Observations

Between 2018 and 2020, sugar cane production for human consumption in Burundi grew from 178.4 thousand tons to 191.0 thousand tons. During this period, the state-owned sugar processor SOSUMO faced persistent shortages due to an aging factory and low output, leading the government to announce in November 2018 its intention to attract private investment to modernize the company.

Production fell to 157.9 thousand tons in 2021 before recovering to 193.9 thousand tons in 2022 and then declining again to 140.4 thousand tons in 2023. In the first quarter of 2021, the government granted tax exemptions on cane and beet sugars to stimulate the market. In 2023, authorities approved new high-yield sugar cane varieties for SOSUMO to raise future production, while Ugandan company JitMat Ltd began constructing a plant to produce sugar from white sorghum, diversifying the country's sweetener industry.

Burundi's sugar cane production increased for the second year in a row. In 2020, the country produced 191.0 thousand tonnes of sugar cane, marking a 4.4% rise compared to the previous year. However, looking at the broader period from 2017 to 2020, overall production actually fell by 11.2%, which translates to an average annual decline of 3.9%. The lowest production level was recorded in 2018 at 178.4 thousand tonnes, and that same year saw the sharpest drop of 17.1%.
