Earlier Report Observations

The Estonian market for preserved vegetables, fruit and nuts started the period at 7 030 t in 2018 and grew to 7 399 t in 2019. This initial expansion coincided with a regulatory interpretation issued in September 2018, where the Standing Committee on Plants, Animals, Food and Feed (PAFF) clarified that the use of buffered vinegar for technological purposes in food is considered intentional use as a food additive. This decision affected vinegar usage and labeling in the Estonian food industry, potentially influencing production practices for preserved products.

Market volume dropped sharply to 5 313 t in 2020, a decline of over 28%, before recovering to 7 122 t in 2021. Growth continued through 2022 and 2023, reaching nearly 8 000 t, but the market contracted again in 2024 to 6 121 t. These swings resulted in a net decrease over the full period, with the market size in 2024 approximately 13% lower than in 2018.
