The Russian pig offal market expanded significantly from 2018 to 2020, with production rising from 212.4 thousand tons to 245.0 thousand tons. This growth was initially supported by the introduction of the new OKPD2 classifier in 2018, which improved statistical transparency for offal production. A major driver in 2019 was the exceptional growth of the meat by-products segment, which more than doubled. The market was further shaped in 2020 by import quotas for frozen pork, which reduced foreign supply, while several state-owned enterprises shifted towards export-focused production, boosting domestic output.

Growth continued from 2021 to 2022, with production reaching 270.5 thousand tons and market volume hitting 273.1 thousand tons. The enforcement of the new Technical Regulation TR TS 034 in 2021 introduced stricter veterinary and labeling requirements for meat by-products, affecting industry practices. In 2022, the temporary elimination of import duties on pork led to a short-lived import increase, though overall import volumes remained minimal. Simultaneously, pork exports fell by 17% due to weakened foreign demand, while domestic offal production still grew by 2.8%, strengthening internal supply.

In the later period from 2023 to 2024, the market dynamics were influenced by structural shifts. Restrictions on live swine imports redirected some demand, and rising prices for breeding stock affected costs. The regulatory framework under TR TS 034 remained in force. A notable change was the reshaping of export flows, with shipments to the EU declining while exports to China grew. Domestically, producers expanded their product range with more convenient semi-finished items, reflecting evolving consumer preferences. Import volumes fluctuated, ending at 6.9 thousand tons in 2024, while exports gradually declined to 5.8 thousand tons.
