From 2018 to 2020, the market for fresh or chilled beef offal in Russia experienced notable shifts. The market volume stood at 32 670 metric tons in 2018, supported by the activation of farm enterprises which bolstered domestic production. However, in 2019, volume fell to 26 545 metric tons, primarily due to geopolitical risks and sanctions that disrupted trade flows and constrained output. The market partially recovered to 30 614 metric tons in 2020, as the industry adapted to the new conditions amid the COVID-19 pandemic, which altered logistics and demand patterns.

A sharp increase in Chinese purchases of Russian beef and veal, which more than doubled in 2021, drove the market to a peak of 39 605 metric tons that year by incentivizing producers to expand cattle herds and raise production. This expansion was moderated in 2022 when volume slightly declined to 39 015 metric tons, as a reduction in the cattle population limited supply, despite continued strong export demand for offal to China.

Beyond 2022, export of meat and offal continued to grow with China as a key destination, and production of frozen beef offal reported steady average annual gains. However, the ongoing contraction of the cattle herd posed a supply challenge, while the government maintained import tariff quotas to regulate market access.

Production fresh or chilled beef offal in Russia

After two consecutive years of decline, Russia's production of fresh or chilled beef offal rebounded. The lowest production level was recorded in 2019 at 25 135 tons. In 2020, production increased significantly by 25.0% year-over-year to reach 31 412 tons. The largest decline occurred in 2019, when production fell by 19.5%.

From 2017 through 2020, Belarus and Kazakhstan remained the primary destinations for Russia's fresh or chilled beef offal exports in volume terms, together accounting for 85.8% of total shipments. Other trading partners each represented significantly smaller shares of the export flows.
