This shift was driven by the state import substitution program for pig farming, which provided subsidies and preferential loans to producers. The introduction of a 15% duty on imported pig fat in 2018, followed by a uniform 25% tariff in 2020, made foreign products less competitive. Tightened veterinary requirements due to outbreaks of African swine fever further restricted imports, and although the COVID-19 pandemic slowed sales growth in 2020, the overall expansion continued.
Production continued to rise in 2021-2022, reaching 153 thousand tons in 2022. A ban on imports of subcutaneous pig fat effective from January 2022 stimulated local output, while new labeling rules requiring fat content disclosure increased transparency. Investments in modernizing pig farms and growing demand for semi-finished products in the food industry supported market growth during this period.
By 2023-2025, production stabilized at around 156 thousand tons, with market size fluctuating between 148 and 150 thousand tons. Imports remained minimal, reflecting a lasting reliance on domestic supply after years of import substitution policies and trade restrictions.
