From 2018 to 2020, the pig offal market in Indonesia expanded steadily, with volume rising from 21 866 tons to 28 437 tons. This growth was supported by the formalization of the frozen meat trade under Minister of Trade Regulation No. 65 of 2018 and cost-reducing VAT exemptions for livestock and fresh/chilled/frozen products extended through PMK 5/2016 and PMK 142/2017, which encouraged market participation.

After peaking in 2020, market volume declined to 26 412 tons in 2021, influenced by tightened food safety and quality standards under Permentan No. 53/2018 and Permentan No. 10/2019. In 2022, volume stabilized at 26 606 tons despite restrictions from the foot-and-mouth disease (FMD) outbreak, which regulated the movement of susceptible animal products including frozen pig offal via Surat Edaran Satgas PMK No. 3 of 2022.

A sharp contraction to 17 011 tons occurred in 2023, driven by new labeling requirements under Bapanas Regulation No. 1 of 2023 and comprehensive trade rules for live pigs and pig meat under Minister of Trade Regulation No. 36 of 2023, which altered market operations. Concurrently, rising producer prices in Bali due to population growth, tourism, and nutrition awareness likely dampened demand.
