Between 2018 and 2020, oats production in Ukraine increased from 418.5 thousand tons to 510.0 thousand tons. Initially, the market faced constraints as oats were often displaced by more export-attractive crops, and a shrinking bread market indirectly affected demand. The significant production jump in 2020 occurred amid the broader impact of the COVID-19 pandemic on the agricultural sector.

Production fell to 467.9 thousand tons in 2021 and dropped sharply to 378.5 thousand tons in 2022. This decline coincided with heightened war risks noted in 2021, which disrupted farming activities. Although 2022 saw the emergence of new demand segments like plant-based meat alternatives containing oats, the full-scale invasion severely curtailed overall output.

In 2023, production recovered to 427.3 thousand tons. This rebound was supported by direct investments in cultivation, notably the planting campaign by Agricom Group, which allocated 1,500 hectares specifically for oats, boosting domestic supply.

Ukraine's oat production increased for the second consecutive year. In 2020, the country produced 510.0 K t of oats, marking a significant 20.9% rise compared to 2019. Over the 2017-2020 period, production grew by 8.2%, with an average annual growth rate of 2.7%. The lowest production level was recorded in 2018 at 418.5 K t, which also saw the largest decline of 11.2%.

Exports oats to Ukraine

Ukraine's oat exports rose for the second year in a row. In 2020, exports reached 15 731 t, showing a substantial 62.7% increase from the previous year. From 2017 to 2020, exports grew by 42.8%, with an average annual growth rate of 12.6%. The lowest export volume was in 2018 at 8 088 t, which also experienced the largest decline of 26.6%.

Between 2017 and 2020, India (38.4% of exports in volume), Pakistan (16.9%), and Poland (6.6%) led Ukraine's oat export structure, together accounting for 61.9% of total flows.
