The African oat market volume experienced significant fluctuations between 2018 and 2023. After starting the period at 257 thousand tonnes, it contracted sharply to 202 thousand tonnes in 2019, before recovering to 253 thousand tonnes the following year. This rebound was reversed in 2021, when the market volume fell to 190 thousand tonnes.

The market stabilized at around 187 thousand tonnes in 2022, before a strong expansion of 39% lifted the volume to 259 thousand tonnes in 2023. This final year's level exceeded the starting point of 2018, marking the highest volume recorded in the six-year period.

In 2019, Africa produced 178.4 thousand tons of oats, which was the lowest level during the period. Production then increased to 193.3 thousand tons in 2020, representing a moderate 8.4% rise compared to the previous year. Over the entire 2017-2020 period, oat production grew by 4.5%, with an average annual growth rate of 1.5%. The highest production level was recorded in 2018 at 216.4 thousand tons, which marked a 17.0% increase from the previous year. The most significant decline occurred in 2019, when production fell by 17.6%.

Exports oats from Africa

The data shows irregular changes, indicating a volatile market environment. In 2018, oat exports from Africa reached their lowest point at 3,750 tons, representing a 44.3% decline from the previous year. The following year, exports surged to 9,467 tons in 2019, marking a substantial 152.4% increase. This created a 2.5-fold difference between the minimum in 2018 and the maximum in 2019. In 2020, exports decreased to 7,491 tons, which was 20.9% lower than the 2019 level.

Between 2017 and 2020, oat exports from Africa were distributed across numerous countries. The United Arab Emirates accounted for 3.2% of exports, Saudi Arabia for 2.1%, and Japan for 2.0%. Together, these three countries represented just 7.3% of total export flows, indicating a highly fragmented market structure.

Exports in value, K $ US

After two consecutive years of growth, oat exports from Africa declined in 2020. The export value reached $4,146 thousand in 2019, which represented a significant 32.1% increase from the previous year. However, in 2020, exports fell to $3,724 thousand, marking a 10.2% decrease compared to 2019. Over the entire 2017-2020 period, export value increased by 31.9%, with an average annual growth rate of 9.7%.

The partner structure for oat exports in value terms remained fragmented between 2017 and 2020. Israel accounted for 2.5% of export value, South Korea for 2.5%, and Japan for 2.1%. Together, these three countries represented just 7.1% of total export flows, with no single country achieving a dominant market share.

Market behavior showed considerable volatility during these years. In 2019, oat imports to Africa reached their lowest point at 32,890 tons, representing a 25.9% decline from the previous year. The following year, imports surged to 67,392 tons in 2020, marking a substantial 104.9% increase compared to 2019. This created a two-fold difference between the minimum in 2019 and the maximum in 2020.

Between 2017 and 2020, Finland was the leading source of oat imports to Africa, accounting for 29.2% of import volume. Australia followed with 21.2%, and Canada with 12.4%. Together, these three countries formed the main group of suppliers, representing 62.8% of total import flows to the continent.

The data reveals irregular changes, indicating a volatile market environment. In 2019, oat import value to Africa reached its lowest point at $9,892 thousand, representing a 27.1% decline from the previous year. The following year, imports surged to $24,867 thousand in 2020, marking a substantial 151.4% year-over-year increase. This created a 2.5-fold difference between the minimum in 2019 and the maximum in 2020.

The country composition of oat imports in value terms was dispersed between 2017 and 2020. Finland accounted for 21.2% of import value, Australia for 14.1%, and China for 12.7%. Together, these three countries represented just 48.0% of total import flows, with the remaining 52.0% distributed across a wide range of other trading partners.
