This decline was driven by geopolitical sanctions that disrupted import flows, compounded by a historic surge in global cocoa prices in 2023, which raised production costs and dampened demand.

In 2024, record-high cocoa prices persisted due to poor harvests in West Africa, maintaining pressure on the market. Belarusian producers responded by diversifying into products like nut paste with cocoa additives under import substitution strategies, while preferential EAEU import quotas provided some support for the sector.
