Not defatted cocoa paste market volume in Oceania expanded rapidly from 12 494 t in 2018 to 21 048 t in 2019. This growth occurred alongside a shift in global cocoa supply chains, as West African nations increased local processing of cocoa beans, altering traditional export routes to Europe. Concurrent investments in sustainability certification programs may have further shaped demand for cocoa products.

The pandemic-induced disruptions to supply chains and quality certification processes slowed market growth to 1.6% in 2020. A rebound followed in 2021, with volume rising 19.6% to 25 576 t, partly driven by intensified efforts to combat the swollen shoot virus in West Africa, which reduced cocoa bean yields and spurred higher imports. Market volume then stabilized around 25 600 t in 2022 as rising cocoa prices and the initial phase of the European Union's deforestation regulation (EUDR) introduced new cost and compliance pressures.

In 2023, the market volume remained virtually unchanged at 25 597 t. Record cocoa price surges—fueled by significant harvest declines in Côte d'Ivoire and Ghana due to drought and disease—continued to constrain supply. The market entered 2024 with the upcoming implementation of the EUDR from December 2024, which imposes strict traceability requirements for cocoa imports into Europe.
