This reversal was almost entirely due to a steep drop in imports, which fell by 30% in 2022. Domestic production volume remained relatively stable but low during these years, continuing a longer-term structural decline that has seen output halve over the past decade.

Early indicators for 2024 point to a market rebound, with imports rising by 16% to 52.2 million L. Reports from the first half of the year noted a 6.3% increase in domestic production and a 9.3% rise in apparent consumption, suggesting a recovery in overall market activity.
