Earlier Report Observations

From 2018 to 2022, the market volume for fruit and vegetable juices in Latvia expanded from 16.1 million liters to 20.8 million liters. The initial growth was supported by a 7% increase in fruit tree and berry plantation area in 2019, which improved raw material availability for domestic production. However, the most significant market enlargement occurred in 2020 and 2021, when import volumes surged by 15.7% and 24.5% respectively, offsetting a drop in local production. This shift toward imported juices was influenced by global supply chain adjustments and changes in consumer behavior during the COVID-19 pandemic, as noted in later market reports.

By 2022, structural changes in the retail sector, including decreasing market concentration, began affecting supply chains. Simultaneously, many small-scale fruit and vegetable growers faced financial instability due to payment delays from buyers, which constrained domestic output and reinforced reliance on imports. The market volume peaked at 20.8 million liters that year. In 2023, the market stabilized at 20.9 million liters as a 16.5% rise in domestic production compensated for a 7.9% fall in imports. This stabilization coincided with a government decision to raise the VAT rate on fruits and vegetables, which sparked concerns about shadow economy growth and altered market structure, while health‑education initiatives continued to support consumer demand for juices.

After 2023, import and export trends both turned downward. Imports fell to 15.6 million liters in 2024 and 13.4 million liters in 2025, while exports also declined. These movements reflected broader economic pressures such as inflation and recession, which reduced household spending on higher‑priced items like juices. At the same time, the rapid expansion of e‑commerce in Latvia started reshaping distribution channels for juice products.
