The market for corn oil and fractions in the CIS expanded from 56 265 tons in 2018 to 65 760 tons in 2019, driven by continued growth in domestic production as the economic situation stabilized. This increase was supported by a saturated domestic sunflower oil market, which led to a greater focus on exports and a reduction in sunflower oil imports, indirectly benefiting corn oil consumption.

Market volume stabilized near 64 639 tons in 2020, then declined to 60 232 tons in 2021 and further to 52 082 tons in 2022. The decline followed the introduction of a sharply higher export duty on sunflower seeds, which rose from 6.5% to 30% and later to 50% between July 2021 and September 2022, regulating raw material exports and affecting oil production. International sanctions and foreign trade restrictions imposed in 2022 further disrupted supply chains, contributing to the market contraction.

In 2023, the market rebounded to 59 252 tons. This recovery was fueled by the launch of new production facilities in the Rostov and Orenburg regions, which significantly increased corn oil output, alongside growing revenue for major producers in the sector.

Following two years of growth, corn oil and fractions production in the CIS declined. In 2019, production reached its peak at 47 803 tons, but by 2020, it had fallen to 44 928 tons, marking a 6.0% decrease from the previous year.
