The Israeli corn oil market contracted from 10 625 t in 2018 to 6 962 t in 2023. Regulatory shifts that favored olive oil imports, such as the 2018 duty-free quota and the 2023 90% tariff cut, intensified competition within the edible oils sector, drawing demand away from corn oil.

Market concentration played a key role in sustaining high consumer prices. Despite a global decline in raw material costs for corn and other oilseeds, the concentrated structure of Israel's edible oil market prevented significant retail price reductions, contributing to the sharp drop in volume to 6 842 t in 2022. The slight rebound to 6 962 t in 2023 was limited by the same lack of competition, which kept prices elevated even as input costs fell.

Other developments included the legalization of CBD oil in 2021, which introduced a new segment that may have absorbed some consumer spending, and reports of counterfeit rapeseed oil in 2023 that highlighted regulatory challenges in the oils market. However, the primary drivers of the corn oil market's decline remained the increased availability of competitive olive oil and the persistently high retail prices due to market concentration.
