The COVID-19 pandemic in 2020 temporarily disrupted logistics, but rising domestic demand for vegetable oils supported market growth.

After a contraction to 3.8 million tons in 2021, the market recovered and reached 4.7 million tons by 2023. The introduction of export licensing in 2021 altered the regulatory landscape. Geopolitical events and record global prices in 2022 stimulated production investments, and the launch of new large-scale plants in 2023 further bolstered supply.

Cross-border shipments of sunflower or safflower oil and fractions from the CIS have increased for the second consecutive year. In 2020, exports totaled 2 852 K t, up by 5.6% from the prior year. From 2017 to 2020, exports grew by 39.1%, with a CAGR of 11.6%. The lowest volume was recorded in 2018 at 1 782 K t, which saw the largest decline of 13.1%. In contrast, the largest increase occurred in 2019, with a jump of 51.6%.

From 2017 to 2020, Turkey, China, and Egypt were the largest buyers of sunflower or safflower oil and fractions from the CIS, accounting for 16.9%, 14.4%, and 10.3% of exports in kind, respectively. However, their combined share was only 41.5% of total exports, indicating a diversified country structure.
