The Ukrainian coal market volume declined from 47.6 million tonnes in 2018 to 41.1 million tonnes in 2020, influenced by structural inefficiencies including unprofitable state-owned mines and a lack of organized market that allowed trader intermediaries to distort pricing and supply. The COVID-19 pandemic in 2020 exacerbated these issues by reducing global demand and disrupting logistics.

A brief recovery to 43.1 million tonnes occurred in 2021, supported by rising world coal prices and revived international demand that made imports more attractive, despite increased freight costs due to military actions in key shipping routes. However, the full-scale invasion in 2022 caused a drastic collapse to 24.2 million tonnes as war-related energy crises and state policy changes severely disrupted domestic production and slashed imports.

Ukraine ranked 20th globally in coal production between 2017 and 2020.

Ukraine's coal production declined for the second year in a row. In 2020, the country produced 24 168 K t of coal, marking a 5.3% decrease from 2019. Production peaked in 2018 at 26 254 K t, which also saw the largest annual increase of 8.6%.

Exports coal to Ukraine

Exports in kind, K t

Ukraine's coal exports fell for the third consecutive year. In 2020, exports totaled 3 K t, an 82.6% drop from the previous year. From 2017 to 2020, exports plummeted by 99.6%, with a compound annual growth rate of -84.0%.

From 2017 to 2020, Russia and Slovakia were the primary destinations for Ukraine's coal exports in volume terms, together accounting for 82.2% of total flows. Other partners held significantly smaller shares.

Exports in value, M $ US

Ukraine's coal export revenues declined for the third straight year. In 2020, exports were valued at 0.2 M $ US, a 67.6% decrease from 2019. Over the 2017-2020 period, export revenues fell by 99.8%, with a compound annual growth rate of -86.8%.

Between 2017 and 2020, Russia and Slovakia dominated Ukraine's coal exports in value terms, jointly representing 92.7% of total flows. The remaining share was distributed among other markets.

Imports coal in Ukraine

Imports in kind, K t

Ukraine's coal imports decreased for the second year in a row. In 2020, imports amounted to 16 951 K t, a sharp decline of 19.6% from 2019. Over the 2017-2020 period, imports dropped by 14.3%, with a compound annual growth rate of -5.0%. The highest import volume was recorded in 2018 at 21 388 K t, which also saw the largest annual increase of 8.2%.

During 2017-2020, Russia and the United States were the leading sources for Ukraine's coal imports in volume, together making up 89.2% of total flows. Other countries accounted for the remainder.

Imports in value, M $ US

Ukraine's coal import spending declined for the second consecutive year. In 2020, imports totaled 1 688 M $ US, a 40.1% decrease from 2019. From 2017 to 2020, import spending fell by 38.4%, with a compound annual growth rate of -14.9%. The peak was in 2018 at 3 036 M $ US, which also experienced the largest annual rise of 10.8%.

From 2017 to 2020, Russia and the United States were the key sources for Ukraine's coal imports in value terms, jointly holding 87.6% of total flows. The rest was spread across other countries.
