Earlier Report Observations

The cereal germ market in the CIS began the period under the influence of updated grain safety regulations, which introduced stricter quality control and labeling requirements from July 2018. This regulatory foundation was followed by the introduction of a flexible grain export duty in 2020, designed to regulate shipments in response to global price fluctuations. This measure reduced export volumes and increased domestic availability, contributing to a significant expansion of the market to 1 093 thousand tons that year.

The full launch of the floating export duty mechanism in June 2021 temporarily recalibrated trade flows, coinciding with a contraction in market volume. However, the subsequent completion of market access procedures for related grain products to China in 2022 provided new export incentives, supporting a recovery in production and helping the market volume regain ground to 1 083 thousand tons.

The signing of a major 12-year grain supply agreement with China in 2023 solidified long-term export prospects, encouraging producers to increase output. This drove production to a new high and supported further market growth, with the domestic market volume reaching 1 135 thousand tons by the end of 2023.
