From 2018 to 2021, the wheat starch market in CIS expanded steadily, with market volume rising from 115 thousand tons to 173 thousand tons. This growth was propelled by domestic producers increasing output to satisfy demand for modified starches, while geopolitical tensions curtailed imports from the US and EU. The Gulkievsky starch plant reached full capacity in 2019, enhancing production capabilities, and the COVID-19 pandemic in 2020 boosted industrial consumption, further lifting output.

After reaching a peak in 2021, production declined to 151 thousand tons in 2022, reducing market volume to 148 thousand tons. By 2023, output recovered to 157 thousand tons as sanctions and import restrictions accelerated import substitution. Major manufacturers such as Aston Krahmalo-Products and Amilko raised modified starch production, and the announced construction of new grain deep-processing plants underscored a strategic move toward self-sufficiency.
