A turnaround commenced in 2021, driven by state agricultural programs and investment that boosted meat and milk output from cattle. This lifted fat production to 197.9 thousand tons and market volume to 195.4 thousand tons. Growth continued into 2022, with the market reaching a peak of 205.0 thousand tons, a rise that coincided with higher live cattle prices in the EU, influencing cross-border trade dynamics.

The market entered a phase of stabilization in 2023, supported by a slight recovery in cattle herds across CIS countries and sustained growth in Russian beef production and exports. Market volume settled at 203.1 thousand tons, with production at 198.6 thousand tons, indicating a mature market supported by robust domestic supply chains.

Beef, sheep, and goat fat production in the CIS declined for the second year in a row. In 2019, output fell by 3.6%, followed by a further 0.9% drop in 2020 to 187.3 thousand tonnes. Production peaked in 2018 at 196.1 thousand tonnes, which represented a 4.0% increase from the previous year.

The value of beef, sheep, and goat fat production in the CIS rose to 157.0 million US dollars in 2020, up 6.5% from 2019. This followed a decline of 8.0% in 2019 to 147.5 million US dollars. The highest value was recorded in 2018 at 160.3 million US dollars.

After increasing for two years, beef, sheep, and goat fat exports from the CIS declined in 2020. Shipments totaled 10 523 tonnes, down 2.6% from 10 805 tonnes in 2019. Exports grew by 18% overall from 2017 to 2020, with an average annual growth rate of 5.7%. The largest annual increase occurred in 2018 at 10.2%.

From 2017 to 2020, Ukraine consistently held the largest share of beef, sheep, and goat fat exports from the CIS in volume terms, accounting for 0.7% of total flows.

Beef, sheep, and goat fat imports into the CIS fell sharply in 2020, totaling 16 048 tonnes, down 11.1% from 2019. Imports decreased by 4.9% overall from 2017 to 2020, with an average annual decline of 1.7%. The lowest volume was recorded in 2018 at 16 048 tonnes, while the highest was in 2019 at 18 225 tonnes, which marked a 13.6% increase from the previous year.

From 2017 to 2020, the partner structure for beef, sheep, and goat fat imports into the CIS in volume terms was balanced rather than concentrated. Paraguay (18.2%), Argentina (11.7%), and Uruguay (9.9%) together accounted for 39.8% of total flows, with many other countries making up the remaining 60.2%.

Beef, sheep, and goat fat imports into the CIS in value terms declined to 14 018 thousand US dollars in 2020, down 2.2% from 2019. Over the period 2017-2020, imports fell by 4.6%, with an average annual decrease of 1.6%. The lowest value was recorded in 2018 at 13 506 thousand US dollars, which represented an 8.1% drop from the previous year. This was followed by a 6.2% increase in 2019.

Between 2017 and 2020, the geographical structure of beef, sheep, and goat fat imports into the CIS in value terms was highly diversified.
