The market expansion in 2022 was driven by a doubling of oil imports and increased production of packaged oil. In 2023, growth was further supported by the launch of new processing plants in the Rostov and Orenburg regions and a shift in consumer preferences toward unrefined oils.

By 2024, industry developments included continued growth in oilseed planted areas and a recovery in global sunflower oil prices, reinforcing the basis for sustained production capacity.

Looking at the period from 2017 to 2020, production rose by 29%, which translates to an average annual growth rate of 8.9%. The lowest production level was in 2018, at 5 328 thousand tonnes, with a slight decline of 0.1% that year. In contrast, 2019 saw the largest jump, with production surging by 17.2%.

In 2020, production was valued at 6 499 million US dollars, showing a robust 19.1% rise compared to 2019. From 2017 to 2020, the value grew by 32.6%, averaging an annualized rate of 9.9%.

In 2020, shipments totaled 2 877 thousand tonnes, up 5.8% from the previous year. Over the 2017-2020 period, exports increased by 39.5%, with a compound annual growth rate of 11.7%. The lowest export volume was in 2018, at 1 794 thousand tonnes, which represented a 13.0% decline that year. The biggest increase occurred in 2019, with exports jumping by 51.6%.

From 2017 to 2020, Turkey, China, and Egypt were key buyers of sunflower, safflower, or cottonseed oil and fractions from the CIS, accounting for 16.7%, 14.2%, and 10.2% of exports in kind, respectively. However, their combined share made up only 41.1% of total exports, leaving the remaining 58.9% spread across numerous other trading partners.
