The market's expansion to its 2022 peak was influenced by specific regulatory and trade developments. The adoption of Law No. 341 in late 2022 updated the national combined nomenclature for goods, streamlining the classification and regulation of dairy imports, including whey, which facilitated increased inbound shipments. Furthermore, despite regional logistics disruptions, the European Union's support through enhanced market liberalization under the Association Agreement helped maintain trade flows for agricultural products into Moldova.

Following the peak, the market underwent a modest correction in 2023, receding to 781 tons as import volumes softened. Throughout the period, domestic production showed volatility but ended nearly 20% higher than its 2018 level, contributing to overall market supply.

Following a two-year decline, whey production in Moldova rebounded. In 2020, Moldova produced 219 t of whey, marking a 5.5% increase from the previous year. Over the 2017-2020 period, production fell by 20%, with a compound annual growth rate of -7.2%. The lowest production level was recorded in 2019 at 208 t, which also saw the largest decline of 17.7%.

Following a two-year downturn, whey imports into Moldova by value increased. In 2020, Moldova imported whey worth 396.6 K $ US, a sharp rise of 54.7% year-over-year. Over the 2017-2020 period, import value decreased by 10.7%, equating to an annualized rate of -3.7%. The lowest value was recorded in 2019 at 256.4 K $ US, while the largest decline occurred in 2018 at 31.6%.

During 2017-2020, Ukraine, Belarus, and Belgium remained the primary suppliers of whey to Moldova in value terms. Ukraine contributed 50.9% of imports, Belarus 18.8%, and Belgium 9.9%, together making up 79.6% of total import value.
