The whey market in Romania measured 19 056 t in 2020, a year marked by the COVID-19 pandemic which reduced economic activity and demand. A post-pandemic recovery coupled with rising energy and raw material prices drove the market volume up by 6% to 20 279 t in 2021.

In 2022, the market contracted sharply by 19% to 16 452 t. This decline was primarily driven by the energy crisis following the interruption of Russian gas flows, which increased costs and contributed to high inflation that eroded consumer purchasing power. The following year, the market partially rebounded to 17 505 t, supported by a widening trade deficit and increased imports, even as high inflation persisted.

The market expanded significantly in 2024, surging 20% to reach 21 080 t. This growth occurred alongside severe weather conditions affecting agricultural output and continued increases in energy prices, which influenced the broader economic environment for production and consumption.

From 2017 to 2020, Poland, Czechia, and Slovakia remained the primary destinations for Romania's whey exports in volume terms. Poland accounted for 50.0% of exports, Czechia for 19.5%, and Slovakia for 14.3%, collectively representing 83.8% of total export flows.

Over the 2017–2020 period, imports decreased by 4.2%, with a compound annual growth rate of -1.4%. The lowest import volume was recorded in 2018 at 4 468 tonnes, which also saw the largest decline of 4.6%.

From 2017 to 2020, Poland, the Netherlands, and Slovakia continued to be the main suppliers of whey to Romania in volume terms. Poland contributed 29.4% of imports, the Netherlands 14.9%, and Slovakia 13.9%, jointly accounting for 58.2% of total import volumes.
