The market for wheat bran and residues in Kyrgyzstan contracted to 113 thousand tons in 2019 after starting at 128 thousand tons in 2018, against a backdrop of growing private sector involvement in waste processing. Since 2018, over 40 plants for recycling plastics, metals, paper, and organic waste have been operational, reflecting a broader development in the secondary materials sector. A turning point came in August 2021 when the government introduced VAT exemptions on imports of wheat and flour, stimulating the grain market and associated by-products. This measure coincided with a surge in imports of wheat residues to 33.8 thousand tons, driving the market size up to 127 thousand tons that year. In 2022, planned expansion of wheat sown area based on that year's data supported a recovery in domestic production to 107 thousand tons, while global trade sanctions and logistics hurdles affected grain flows, keeping import volumes elevated at 21 thousand tons.

By 2023, the market reached 139 thousand tons, though wheat and barley yields fell slightly, curbing home-grown output. The share of domestically produced wheat in total consumption had risen from 40% in 2021 to 75% in 2022, bolstering the internal feedstock base for milling residues. Continued reliance on imported fertilizers and fuels underlined the agricultural sector's constraints, yet the overall volume of wheat bran and residues available in Kyrgyzstan kept growing, aided by steady imports and a maturing private recycling industry.
