Earlier Report Observations

The market volume for wheat bran and residues in Kazakhstan declined from 506 thousand tons in 2018 to 439 thousand tons in 2020. This contraction was primarily driven by a state-led crop diversification policy under the 2017-2021 Agricultural Development Program, which reduced wheat sown areas and consequently lowered bran production. The trend continued into 2019 with further diversification efforts. Additionally, from 2020, the rollout of separate waste collection and sorting infrastructure began to shape the processing environment for grain by-products.

In 2021, severe drought cut the wheat harvest by one-third, squeezing raw material supply and reducing bran production to 601 thousand tons. However, the domestic market volume expanded to 505 thousand tons as exports plummeted. The following year, a 30% rebound in the wheat crop boosted production, but the removal of export restrictions on wheat and flour unlocked overseas sales, causing exports to surge and pulling the market volume down sharply to 292 thousand tons.

The market recovered to 335 thousand tons in 2023, supported by a dramatic rise in imports to 164 thousand tons. This occurred alongside continued growth in processing for feed flour exports to China and the introduction of wheat export quotas. Tightened controls on grain and feed imports from Russia also redirected trade flows, influencing the supply of wheat residues.
