Earlier Report Observations

From 2018 to 2020, the Iranian unmanufactured tobacco market volume contracted from 25 738 t to 21 324 t. This decline was primarily driven by falling imports, linked to strengthened anti-smuggling enforcement under the law on combating goods and currency smuggling, as well as the imposition of a 15% duty on imports of raw and processed tobacco. Domestic production held steady at around 21 000 t annually, led by the state-owned Iran Tobacco Company, while new product segments like flavored hookah tobacco with diverse fruit tastes gained traction in the market.

The market surged in 2021–2022, reaching 33 454 t in 2022—a 57% increase from the 2020 low. This growth was fueled by a sharp rise in imports, which jumped from 2 922 t in 2020 to 19 531 t in 2022, following changes to import duties on raw and processed tobacco and a trend of imports exceeding domestic needs. Concurrently, the flavored hookah tobacco segment expanded, attracting new brands such as Mezaya and Al‑Fakher, and Iran Tobacco Company pushed to boost domestic processing capacity, including the launch of a new 150–200 t industrial plant in Chenaran.

In 2023, market volume fell to 24 430 t as imports dropped to 9 561 t and production decreased slightly, marking a correction after the previous period of elevated imports while overall consumption remained above pre‑2021 levels.
