The market continued to shift structurally toward packaged durum wheat products. In 2024, the Italian company Barilla began construction of a mill in the Moscow region, marking a significant new investment in local production capacity, while falling imports and rising exports indicated growing market self-sufficiency.

From 2017 to 2020, the geographical structure of exports in kind was highly diversified. Turkmenistan (6.8% of exports in kind), Mongolia (4.4% of exports in kind), and Ukraine (2.7% of exports in kind) together accounted for only 13.8% of total flows, while the remaining 86.2% was distributed among numerous smaller partner countries.
