Increased exports of Russian pasta to Belarus also intensified competitive pressure on the domestic market.
In 2024, regulatory changes were introduced, including preparations for mandatory product labeling and traceability for pasta, with deadlines postponed to October 2025. Import markups were reduced to support local producers, and a ban on pasta exports from Belarus was implemented. Simultaneously, Russian pasta exports to Belarus grew by 26%, altering the competitive landscape. State-owned enterprises like Minsk Bread Products Complex continued to modernize production facilities.
