Following the 2017 legislative regulation that set specifications for the production and distribution of bottled water and soft drinks, the Greek market for sweetened or flavoured waters grew to 543 million liters in 2019. A sharp contraction to 431 million liters occurred in 2020, before the market recovered strongly to reach 570 million liters in 2021.

Later regulatory developments included updated packaging and circulation rules for beverages in 2022 and a major VAT increase from 13% to 24% on soft drinks served in the hospitality sector, effective from 2024. This tax change, designed for public health reasons, preserved a lower 13% rate for retail sales, reshaping cost incentives and consumer demand in the on-trade channel.

Following two years of growth, Greece's production of sweetened or flavored waters and other non-alcoholic beverages declined. In 2020, output was valued at 322.4 million US dollars, marking a significant year-over-year decrease of 19.9%. Between 2017 and 2020, production fell by 8%, which translates to an annualized decline of 2.8%. The peak value occurred in 2019 at 402.6 million US dollars, while the largest increase was recorded in 2018 at 10.9%.

After two years of expansion, Greece's production of sweetened or flavored waters and other non-alcoholic beverages decreased. In 2020, 377.5 million liters were produced, representing a 22.5% drop compared to the previous year. From 2017 to 2020, production declined by 10.2%, equating to an annualized rate of 3.5%. The highest volume was recorded in 2019 at 487.4 million liters, with the largest increase also occurring in 2019 at 8.4%.

Exports of sweetened or flavored waters and other non-alcoholic beverages from Greece rose for the third consecutive year. In 2020, exports totaled 62.9 million liters, reflecting a solid increase of 11.6% compared to 2019. Over the period from 2017 to 2020, exports grew by 91.6%, with a compound annual growth rate of 24.2%.

From 2017 to 2020, the main destinations for Greece's exports of sweetened or flavored waters and other non-alcoholic beverages in volume terms were Cyprus, accounting for 52.3% of exports, Bulgaria at 16.4%, and Poland at 6.1%. Together, these three countries represented 74.8% of total export flows.

Cross-border shipments of sweetened or flavored waters and other non-alcoholic beverages from Greece increased for the third year in a row. In 2020, exports reached 53 986 thousand US dollars, showing an 18.2% rise compared to the previous year. Between 2017 and 2020, exports grew by 51%, with a compound annual growth rate of 14.7%.

Between 2017 and 2020, the primary buyers of Greece's sweetened or flavored waters and other non-alcoholic beverages in value terms were Cyprus, with 47.6% of exports, Bulgaria at 20.0%, and Poland at 7.0%. Collectively, these three markets made up 74.6% of total export value.

From 2017 to 2020, the main suppliers of sweetened or flavored waters and other non-alcoholic beverages to Greece in volume terms were Romania, contributing 34.6% of imports, Germany at 10.1%, and Hungary at 8.6%. Together, these three countries accounted for 53.3% of total import volume.

In 2020, imports were recorded at 96 888 thousand US dollars, indicating a slight rise of 2.8% compared to 2019. Over the period from 2017 to 2020, imports grew by 11.4%, with a compound annual growth rate of 3.7%. The lowest value was in 2018 at 83 470 thousand US dollars, which also saw the largest decline of 4.1%. The largest increase occurred in 2019 at 12.9%.

Between 2017 and 2020, the geographical structure of Greece's imports in value terms was highly diversified. Romania accounted for 18.8% of imports, Austria for 16.1%, and Serbia for 9.1%, together making up 44.1% of total flows. The remaining 55.9% was distributed among numerous smaller partner countries.
