Regulatory measures, including the introduction of export duties on sunflower oil and meal in 2019 and their subsequent adjustments, helped manage domestic supply and support local consumption of oilcake.

Market growth accelerated sharply in 2023, with production jumping to over 15 million tons. This surge was fueled by the adoption of new extraction technologies, such as alcohol extraction, and reduced processing competition from Ukraine and Argentina. In 2024, the abolition of the export duty on sunflower oil and a significant cut in the duty on meal stimulated overseas shipments, while domestic processing capacity continued to rise.
