Volume surged in 2020 despite the COVID-19 pandemic, aided by stable export policies and ongoing capacity increases.

A raw material shortage of 11% in 2021 temporarily reduced production and market size. The market recovered in 2022 as sunflower cultivation areas expanded, improving feedstock availability. The most pronounced growth occurred in 2023, fueled by large enterprises scaling up their processing capabilities and a reduction in export duties on oilcake, which boosted domestic supply. By 2024, sunflower oilcake production rose by a further 19% to 6.6 million tons, facilitated by the removal of export duties on sunflower oil and the adoption of advanced alcohol-based extraction technologies.

After a two-year increase, sunflower-seed oilcake exports from the CIS declined. In 2020, exports totaled 1 850 K t, a slight fall of 3.0% compared to 2019. Over the period from 2017 to 2020, exports increased by 47.5%, with a compound annual growth rate (CAGR) of 13.8%. The maximum volume was recorded in 2019 at 1 906 K t, with the largest increase of 45.9% also occurring in that year.

From 2017 to 2020, Turkey (26.5% of exports in kind), Latvia (23.3% of exports in kind), and Italy (7.6% of exports in kind) continued to lead as the top buyers of sunflower-seed oilcake from the CIS, collectively accounting for 57.5% of total exports in kind.

Sunflower-seed oilcake shipments from the CIS to abroad have increased for the third consecutive year. In 2020, the CIS exported 407.1 M $ US of sunflower-seed oilcake, a 7.2% increase compared to the previous year. Between 2017 and 2020, exports grew by 98.7%, equating to an annualized rate of 25.7%.

Throughout 2017 to 2020, Turkey (26.0% of exports in value terms), Latvia (22.2% of exports in value terms), and Italy (7.7% of exports in value terms) remained the main markets for sunflower-seed oilcake exports from the CIS in value terms, jointly representing 55.8% of total flows.
