Earlier Report Observations
The market for starch-manufacture residues in Eastern Europe began at 657 thousand tonnes in 2018 but dropped to 473 thousand tonnes in 2019. This decline aligned with a 38% reduction in potato starch imports, which curtailed the supply of imported residues, while the 2018 startup of a maltodextrin production line at the Rustark plant reduced reliance on imported starch derivatives.
Despite the COVID-19 pandemic in 2020, starch production continued to grow, helping residue output recover and push the market to 493 thousand tonnes. A sharp expansion followed in 2021, with the market reaching 813 thousand tonnes, driven by the ongoing boom in modified starch production—whose volume doubled between 2018 and 2023—and by heightened import dependency for starch. In 2022, the market stabilized at 798 thousand tonnes as domestic starch production outstripped imports by 3.8 times and imports of modified starches fell by 23%.
The market contracted to 590 thousand tonnes in 2023. Although starch production rose by 3.4%, imports shrank, and the industry saw consolidation under the Soyuzkrakhamal association, which unites major producers accounting for over 75% of domestic output. The continued doubling of modified starch production over the five-year period remained a key background trend.
